February 14, 2012: The St. Lawrence County Industrial Development Agency, acting as Lead Agency for funding provided by Empire State Development Corporation, St. Lawrence County, and other potential State and Federal sources, is soliciting proposals for Consulting Engineering Services for the Rehabilitation and Reactivation of the Newton Falls Rail Line through Jefferson, Lewis and St. Lawrence Counties.

The intent and purpose of the Qualifications Based Selection is to solicit responses for selection of an Engineering Consultant to provide railroad fixed plant maintenance and renewal planning, to include: identification of funding, design and management of Public Works Projects and other renewal/rail modernization projects; design and review of industrial track and connections; general railroad design services; environmental assessment and remediation; and construction support/management services for various capital improvement projects totaling $10,000,000 on the Newton Falls Rail Road between Carthage, New York and Newton Falls, New York for a period of up to three years.
