| The St. Lawrence County Industrial Development Agency is seeking proposals for Final Grading, Rock/Debris Removal and Seeding in the Gouverneur Industrial Park on Factory Street in Gouverneur, New York.
The work will be offered as one (1) contract: 08 GRADING Written requests for the contract documents under which the work is to be performed may be submitted by the following means: 1. | The St. Lawrence County Industrial Development Agency is seeking proposals from qualified telecommunications carriers to provide services to an industrial site and nearby residential users in the hamlet of Newton Falls, NY.
Background The hamlet of Newton Falls is located in the western Adirondack region of St. Lawrence County. Approximately 250 people live in the hamlet. The major employer in the region is the Newton Falls Fine Paper Co. Telephone and data services to the mill and hamlet residents are inconsistent due to the age of the incumbent provider's infrastructure. Service problems are still occurring, despite attempts by the incumbent service provider to repair facilities and improve service. Lack of reliable service limits the mill's ability to communicate with customers and suppliers, and threatens its long term ability to operate. Community residents have no access to broadband, except via satellite which is cost prohibitive for most of the population. St. Lawrence County was recently awarded funds from the NYS Office for Technology to improve the infrastructure and services to Newton Falls, utilizing the Development Authority of the North Country’s Open Access Telecom Network. The state funds will be matched by funds from St. Lawrence County, the Development Authority, the Town of Fine, and Newton Falls Fine Paper. St. Lawrence County Industrial Development Agency is requesting proposals from service providers who will serve the mill with advanced services (either T-1 or Ethernet), and the residents of the hamlet with a broadband service offering. Instructions to Proposers 1. Proposals should address the telecommunications requirements of both the Newton Falls Fine Paper Co. and the local residents. Service providers may jointly submit a proposal, in order to best address the requirements of both the mill and surrounding community. 2. Newton Falls Fine Paper Co. requires the following services: Voice, Internet and data services that will allow the mill high speed communications with its customers, suppliers and headquarters in Nova Scotia, Canada. NFFP operates on a Citrix system, linked to its headquarters, and requires sufficient bandwidth to support various business applications. 3. The hamlet of Newton Falls requires the following services: voice and high speed internet delivered to its residents via wireless transmission. The successful service provider will designate an antenna site in the hamlet, to which the Development Authority will extend OATN fiber optic facilities. 4. The proposal should detail the investment required by the service provider in order to deliver the service to the mill and community. Likewise, proposers should summarize expected revenues from the mill and residential services. Financial information from service providers will be treated as proprietary and confidential by the selection committee. 5. The selection committee will evaluate proposals for responsiveness to the requirements of the mill and of the surrounding community; cost to the mill and residents; and investment by the service provider. IDA Recognizes Clarkson Dec 18, 2007 |
| Clarkson University and its president, Tony Collins, were honored last week by the St. Lawrence County Industrial Development Agency (IDA) at its annual recognition banquet.
In a resolution unanimously passed by its board, the IDA recognized Clarkson for its "long history of working cooperatively to improve the economy of St. Lawrence County." "We are fortunate to have Clarkson's intellectual, academic and research and development assets," said IDA Chief Executive Officer Raymond H. Fountain, "and we are grateful that Dr. Collins and the University have a vision and a passion for Clarkson being a driving force for economic development in St. Lawrence County." The resolution went on to say that the collaborative economic development projects and initiatives between Clarkson University and the Agency were "a direct result of Clarkson's interest and commitment in utilizing their academic, intellectual, research and development assets to partner with the Agency to retain, develop and attract individuals and companies that are helping to diversity and grow the local economy." "Clarkson and the IDA have a long history of working together to improve the economy of St. Lawrence County," said IDA Chairman Brian W. Staples. "In the past 25 years we have issued numerous bonds on Clarkson’s behalf, representing over $58 million in investments by the University. We’ve partnered on the reuse of their downtown campus, and we routinely share leads and work together developing prospects.” The resolution also acknowledged "the leadership role that President Tony Collins has undertaken in initiating and sustaining these efforts." Collins became president in 2004 with a commitment that the University would play an increasing role in the economic development of the North Country. Utilizing collaborations with government, private industry and with other universities, that goal is being realized. "I am grateful for this recognition," said Collins, "which is much more important than one person or even one institution. The partnership of the IDA and Clarkson is critical to demonstrating the capabilities and interest of the broader community in increasing the economic base of the region. | The St. Lawrence County Industrial Development Agency (SLCIDA) at its September 13th meeting authorized the return of one-half of the bond issuance fee paid by PACES (Potsdam Auxiliary & College Educational Services, Inc.) to be returned to the Potsdam College Foundation for deposit in the St. Lawrence County IDA PACES Scholarship Fund.
The St. Lawrence County IDA PACES Scholarship Fund is given to a St. Lawrence County resident who is the child or grandchild of a PACES employee or a PACES student employee attending SUNY Potsdam in good standing. The SLCIDA scholarship is part of the PACES Scholarship Fund that has been supported by PACES employees, PACES, and local businesses. The SLCIDA provided additional funding in 1998. SLCIDA Chairman Brian Staples explained that the Agency historically donates back to the borrower one-half of the 1% Civic Facility Bond fee it receives to issue tax-exempt bonds. The Civic Facility Bond program allows non-profit organizations to pay a lower interest rate on the borrowed money than would be available otherwise. Those who invest in the bonds earn interest that is exempt from New York State income taxes. PACES Executive Director Daniel Hayes commented that "this donation allows the college to provide additional financial assistance to PACES employees' children and grandchildren and PACES student employees. It has been a great help in attracting and retaining good employees. We would like to thank the SLCIDA for their assistance in helping us with our bond issuance and for their ongoing support for students attending SUNY Potsdam." The recent PACES project consisted of the renovation and reconstruction of Carson Hall and the construction of an approximately 3,600 square foot addition to the SUNY Potsdam facility. IDA Assists Cives Aug 21, 2007 |
| The St. Lawrence County Industrial Development Agency will be providing $150,000 in matching funds to assist Cives Steel Co. in recovering from the April 20th fire which caused approximately $6million in damage to the facility.
The IDA will also administer the $250,000 funding secured by Senator Jim Wright. Cives Steel Co. will use the funding to invest in a new electrical system, which includes acquiring new transformers and reconstruction of the electrical distribution grid. Senator Wright, Assemblywoman DedeScozzafava and IDA CEO Raymond Fountain met with Cives Steel officials in Gouverneur following the fire to discuss their needs associated with rebuilding the plant and retaining the company's jobs in the North Country. Cives Steel Corp. is a leading steel fabricator in the United States, employing 130 employees at their fabricating facility in Gouverneur. It has been a major employer in the North Country for 55 years. |
IDA Appointments Aug 09, 2007 |
| The St. Lawrence County Board of Legislators, at its August 6th meeting, appointed Massena Electric Superintendent Andrew McMahon to a 3-year term on the St. Lawrence County Industrial Development Agency Board. McMahon was appointed to replace recently-retired, long term IDA member Walter Basmajian. McMahon has been MED's Superintendent since 2002.
The Board of Legislators also reappointed Brian W. Staples to another 3-year term on the IDA. Staples was appointed to the St. Lawrence County Industrial Development Agency in 1983 to fill the unexpired term of David Demarest and has served as the IDA's Chairman since 1997. |
Basmajian Retires Aug 09, 2007 |
| After 30 years of dedicated commitment to St. Lawrence County's businesses and workforce, Walter Basmajian has retired from his position on the Board of the St. Lawrence County Industrial Development Agency.
Appointed in April of 1977 by the St. Lawrence County Board of Legislators, Walter Basmajian served in various capacities on the IDA. His efforts have not gone unnoticed. In 1993 the IDA established the Walter Basmajian/St. Lawrence County IDA scholarship fund for County students at St. Lawrence University. Since the inception of the fund, 13 St. Lawrence County students have received awards and it continues to be an important source of educational funding assistance to local residents. Mr. Basmajian is a well-respected businessman in Massena and has a long history of community involvement. He and his wife Marie, who died in 1994, built a successful real estate business together. By taking his knowledge as a private businessman, and sharing it as well as his time, Mr. Basmajian made innumerable contributions to the economy of St. Lawrence County. IDA Chairman Brian W. Staples had the following to say regarding Basmajian's tenure with the IDA, "Walter has been a mentor and a leader for this Agency for years. His commitment, his vision, his knowledge and experience helped build the IDA into the successful organization it has become. We are grateful to Walter for his years of service and will miss his contributions. It has been an honor to serve on the same board with him and I thank him both personally and on behalf of the IDA." IDA CEO Raymond Fountain added, "I've worked with Walter for years. He has always been fair and open in his dealings with IDA projects and with our staff. He is greatly respected in Massena and throughout the County. You look at how much he has accomplished over the years and you realize that he is a truly remarkable person." | The St. Lawrence County Industrial Development Agency, at its Annual Meeting on June 26, 2007, elected its officers for the upcoming year.
Brian W. Staples was elected Chairman; Ernest LaBaff was elected Vice-Chairman; and Lynn Blevins was elected Secretary. The Board appointed Raymond Fountain as its Chief Executive Officer and Kimberly Gilbert as its Chief Financial Officer. SLCIDA members conducted their annual review of the Agency's Procurement and Investment policies. SLCIDA and CAMP at BIO 2007 May 22, 2007 |
| The St. Lawrence County Industrial Development Agency (SLCIDA) and Clarkson University's Center for Advance Materials Processing (CAMP) teamed up to exhibit at BIO 2007 International Convention, held May 6-9 at the Boston Convention & Exhibition Center. St. Lawrence County exhibited in the New York State Pavilion as part of "NY Loves BIO," an initiative created to demonstrate New York's role as a leader in scientific innovation, corporate success and academic achievement.
BIO 2007, which drew over 22,000 attendees, featured over 1,900 companies at 60 domestic, county and regional pavilions representing all aspects of the biotechnology industry. The convention highlighted many issues in biotechnology, including healthy bio fuels, vaccines, investment strategies, white biotechnology and many others. The St. Lawrence County IDA, in its continuing efforts to attract companies to St. Lawrence County, provided attendees with information on opportunities available for companies to start up in or expand to Northern New York. SLCIDA provides a wide range of tax, financial, workforce training and other incentives for companies establishing operations within its boundaries. CAMP conducts leading edge research in high-technology materials processing focused on industrial applications and their goal at the convention will be to education the attendees on the opportunities available to biotechnology companies in St. Lawrence County. In addition to providing advanced R&D, prototyping and manufacturing services, CAMP assists clients utilizing their services in accessing various channels to U.S. government R&D funding. IDA Celebrates 35 Years Aug 10, 2006 |
| The St. Lawrence County Industrial Development Agency (SLCIDA) is marking 35 years of assisting local business and industries, while at the same time undertaking a number of changes to better prepare for the future.
The following appointments were recently made to the Board of the SLCIDA: Mr. Lynn Blevins of Blevins Brothers, Inc., Ogdensburg was appointed to a three-year term on June 5, 2006. Mr. R. Joseph Weekes, Jr. of the Weekes Agency, Gouverneur was appointed to a three-year term on July 10, 2006. Blevins and Weekes join Walter Basmajian and Shawn Gray of both of Massena, Jon Greenwood of Canton, Ernie LaBaff of Potsdam, and Brian Staples of Canton on the seven-member board. The SLCIDA, at its 35th anniversary meeting elected its officers for the upcoming year. Brian Staples was elected Chairman, Ernie LaBaff was elected Vice-Chairman and Lynn Blevins was elected Secretary. Raymond Fountain was appointed Chief Executive Officer and Edwin Short was appointed Chief Financial Officer. SLCIDA members have also reviewed their organization and policies, incorporating formal procedures for a number of activities, including those relating to travel, compensation, reimbursement and attendance, financial disclosure, as well as 'whistleblower' and defense and indemnification policies. A code of ethics has been established as was a formal procedure for the disposition of real property. The SLCIDA formed an Audit Committee to oversee the Agency's financial management and annual independent audits. In addition, a Governance Committee was formed to monitor industrial development agency best practices, and provide for updating the Agency's governance principles. Since its creation by New York State in 1971 the St. Lawrence County Industrial Development Agency has approved 131 projects totaling over $700 million. |

Building upon the 2004 Workforce Summit, the 2006 Summit will look ahead to the challenges and opportunities of our workforce. | Canton, New York, February 10, 2006: St. Lawrence County students at St. Lawrence University will benefit both from bonds borrowed to build a state-of-the-art science center and from a scholarship fund that will be strengthened as a result of the generosity of the agency that helped the University borrow the funds.
The St. Lawrence County Industrial Development Agency (SLCIDA) at its February 9th meeting presented a $104,250 check to Kathryn Mullaney, St. Lawrence University's Vice President for Finance and Treasurer to be added to St. Lawrence University's Walter Basmajian/St. Lawrence County Industrial Development Agency Scholarship Fund. St. Lawrence University and SLCIDA recently finalized a $20,850,000 Civic Facility Bond transaction for the construction of the Sarah Johnson Redlich '82 Hall of Science. SLCIDA established the scholarship fund in 1993 to honor Basmajian, a former Chairman and a charter member of the Board. SLCIDA Chairman Brian Staples explained that the Agency historically donates back to the borrower one-half of the 1% Civic Facility Bond fee it receives to issue tax-exempt bonds. The Civic Facility Bond program allows non-profit organizations to pay a lower interest rate on the borrowed money than would be available otherwise. Those who invest in the bonds earn interest that is exempt from New York State income taxes. He added, "St. Lawrence University has a distinguished history of providing outstanding educational opportunities to St. Lawrence County residents. SLCIDA has traditionally invested in bricks and mortar to advance the economic well-being of the citizens of this County. We recognized long ago that workforce preparation is an increasingly important part of keeping St. Lawrence County and America competitive in world manufacturing, and this scholarship is one of the ways we can help invest in our future workforce." The Civic Facility Bonds, which will be paid back over 30 years, combined with gifts from several other major donors to the project including a significant gift from Sarah Johnson Redlich '82, will pay for the construction of the Hall of Science named in her honor. | New York State Senator Jim Wright toured two St. Lawrence County manufacturing operations on October 4th, presenting New York State economic development financial incentives to Corning, Inc. and BreconRidge Manufacturing Solutions, Inc.
The Senator provided $75,000 to Corning in support of the company's strategy for the increased production of liquid crystal display (LCD) image masks at its Canton facility. The St. Lawrence County Industrial Development Agency provided $75,000 in matching incentive funds to Corning as well. The combined support of Sen. Wright and the County IDA enables Corning to create 12 new jobs and provide stability to their existing workforce of 237 individuals at their Canton facility. Senator Wright provided $250,000 to the St. Lawrence County Industrial Development Agency to be used by BreconRidge Manufacturing Solutions, Inc. as part of their manufacturing expansion in Ogdensburg. The company is creating 100 jobs in addition to the 59 workers already employed at their repair and distribution facility. The Company is utilizing the funding to purchase building environmental and humidification control systems in addition to two environmental test chambers that allow for product quality assurance testing in a controlled setting.
