Intent to Release Funds June 23, 2010 Notice

St. Lawrence County gives notice that it will submit a request for release of grant funds and an environmental certification pertaining thereto to the Office of Community Renewal (OCR) on or about June 24, 2010. Comments on the environmental review will be received at: St. Lawrence County Planning Office, 48 Court Street, Canton NY 13617 until June 23, 2010. The request and certification relate to the following program.

Program Title: St. Lawrence County Microenterprise Grant Program (MGP, or Program).

Location: St. Lawrence County, NY.

Project Purpose:  The County will create the St. Lawrence County Microenterprise Grant Program for the purpose of making grant awards to microenterprise businesses in amounts ranging from $5,000 to $35,000.  The MGP will assist a minimum of 10 microenterprise businesses and create an estimated 15 jobs over a 24 month period.  The primary beneficiaries of the project will be low- and moderate-income (LMI) entrepreneurs and employees.  The Program will promote entrepreneurial skill development and provide access to investment capital which will assist these entrepreneurs and businesses in realizing opportunities not otherwise available to them.

Estimated Cost:  $221,333.

St. Lawrence County will undertake the program described above with New York State Community Development Block Grant funds from the U.S. Department of Housing and Urban Development (HUD) under the Title I of the Housing and Community Development Act of 1974, as amended. St. Lawrence County is certifying to OCR that St. Lawrence County and Keith J. Zimmerman in his official capacity as Certifying Officer consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision-making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon OCR’s approval, funds may be used for this program, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and other related laws and authorities. OCR will accept an objection to its approval of the release of funds and acceptance of the certification only if it is on one of the following bases: a) that the certification was not in fact executed by the chief executive officer or other officer of applicant approved by HUD; or b) that applicant’s environmental review to the RROF for the project omitted a required decision, finding, or step applicable to the project in the Environmental Review Process; or c) other specific grounds found in HUD regulations at 24 CFR 58.75.

No objection after July 9, 2010 will be considered.
